Frequently asked questions

Straight answers on Saudi market development.

Market development, medical-device regulation and procurement, and emergency and resilience technology.

What does Dr Abdullatif Al Ghuwel do?

Dr Al Ghuwel leads Al Ghuwel Commercial Partnerships, which supports established UK and international manufacturers assessing commercial opportunities in Saudi Arabia. Selected opportunities across the wider GCC may also be considered.

The focus is on market validation, account and channel mapping, identifying relevant organisations, and developing early commercial conversations.

What types of UK companies are a good fit?

The strongest fit is usually a company with an established product, credible technical or commercial validation, and evidence that it can deliver at scale.

This can include medical devices, healthcare technology, emergency and rescue equipment, simulation technology, robotics, autonomous systems, specialist industrial products and technologies used in safety-critical environments.

Particular interest is given to strong British products with limited existing commercial penetration in Saudi Arabia or the wider GCC.

How do you help a British company explore the Saudi market?

The process normally starts by testing the commercial hypothesis before committing significant resources to market entry.

That can include identifying relevant Saudi end users, understanding likely use cases, mapping distributors and integrators, examining procurement routes, identifying key decision-makers and testing whether genuine buyer or partner interest exists.

The objective is to move from a general ambition to “enter Saudi Arabia” to a defined set of potential customers, partners and commercial next steps.

How does market entry work for medical devices in Saudi Arabia?

Medical-device market entry can involve several separate regulatory and commercial components.

The Saudi Food and Drug Authority (SFDA) regulates medical devices and licenses relevant establishments such as authorised representatives, importers and distributors. Public-sector healthcare procurement can also involve the National Unified Procurement Company (NUPCO) and its procurement and catalogue ecosystem.

The appropriate pathway depends on the device, its classification, regulatory status and intended customers. My work focuses on the commercial opportunity and partner landscape, with specialist regulatory requirements handled through the appropriate authorised or regulatory professionals.

What role does NUPCO play in Saudi healthcare procurement?

The National Unified Procurement Company (NUPCO) is an important part of the Saudi public healthcare procurement ecosystem. Its Unified Catalogue covers areas including pharmaceuticals, medical devices, medical supplies and laboratory products and supports the requirements of government health organisations.

For a UK healthcare manufacturer, understanding whether and how its product fits the NUPCO ecosystem can therefore form part of assessing the Saudi commercial opportunity.

Does UKCA certification allow a medical device to be sold in Saudi Arabia?

No. UKCA relates to conformity requirements for relevant products placed on the market in Great Britain and does not itself constitute Saudi regulatory approval.

For medical devices entering Saudi Arabia, the applicable SFDA requirements must be considered separately.

UKCA status, CE marking, clinical evidence and established UK reference customers may nevertheless help demonstrate that a product is mature and commercially validated when assessing its potential for GCC expansion.

What opportunities exist for UK emergency and resilience technology in Saudi Arabia?

Saudi Arabia has a substantial emergency-management, infrastructure, industrial and public-safety ecosystem.

Depending on the technology, potential users or stakeholders may include emergency services, industrial operators, major infrastructure and giga-project organisations, specialist integrators and organisations within the public-safety ecosystem such as the General Directorate of Saudi Civil Defense.

The commercial route varies significantly by technology, so the first step is identifying the specific use case, buyer and procurement pathway rather than treating “Saudi Arabia” as a single market.
